It covers electricity consumption with deductions for using electricity from renewable sources (primarily Xcel's WindSource program). The goal is to reduce their emissions by 7% below 1990 levels by 2012. Tax revenues are collected by [[Xcel Energy]] and are directed to the city's Office of Environmental Affairs to fund programs to reduce emissions.
