Maryland

In May 2010, Montgomery County, Maryland, passed the nation's first county-level carbon tax. The legislation required payments of $5 per ton of CO₂ emitted from any stationary source emitting more than a million tons of carbon dioxide per year. The only source of emissions fitting the criteria is an 850 megawatt coal-fired power plant then owned by Mirant Corporation. The tax was expected to raise between $10 million and $15 million for the county, which faced a nearly $1 billion budget gap.
